Die Road Fund Administration (RFA) muss in den nächsten fünf Jahren N$ 4,5 Milliarden für den Erhalt und Ausbau des Straßennetzes aufbringen. Dies sei laut einem Zeugen nur möglich, wenn die Autofahrer durch einen "deutlich höheren" Benzinpreis an diesen Kosten beteiligt werden.
